There are currently 2 camps in broad deckbuilding advice on lands. The first is of the opinion under 36 is the way to go. You get more spells in your deck to play with. The second is over 36 lands. You get to play the spells you have more often. I'm in the second camp, none of my decks go below 38.

99 cards (besides commander), means 1/3 of your deck is 33 cards. So you should have 33 lands, 33 creatures, 33 everything else. But since commander tends to go longer and with bigger creatures, land count needs to be bumped a bit. Also, usually a good idea to stay in the [20-40] creatures range. Play Test.

However, if you have landfall draw triggers, ways to play lands from the bin/top of library, or search up your lands, you don’t need as many anymore. Other than that you just want to watch your tapped lands. I usually run 3-5 basics of a type and then I will have a bunch of random lands. With you pushing 38 lands I would consider coming down to 36 or even 34 lands. Slap some artifacts that produce mana in their place, do some reanimate cantrips in your Dimir deck.
