The spacecraft was designed by Max Faget and NASA's Space Task Group. NASA ordered 20 production spacecraft, numbered 1 through 20, from McDonnell Aircraft Company, St. Louis, Missouri. Five of the twenty spacecraft, #10, 12, 15, 17, and 19, were not flown. Spacecraft #3 and #4 were destroyed during uncrewed test flights.
