Gone was the partisan rivalry. Still many settler forts existed to protect against Indian attacks. Possibly only one camp, Livingston's Hideout, existed as a Confederate post in Kansas during the Civil War. The most momentous provision of the Act in effect repealed the Missouri Compromise of 1820 and allowed the settlers of Kansas Territory to determine by popular sovereignty whether Kansas would be a free state or a slave state.
