The primary objective of EPA Section 608, is to prevent further “Depletion of the Ozone layer” in the earth’s stratosphere. Most of the Ozone is in the layer of the atmosphere called the stratosphere. The Troposphere is the first layer extending from the ground to 6-7 miles above the surface.
2.4 Clean Air Act. The Clean Air Act is a United States federal law aimed at controlling air pollution. It was first enacted in 1963. After the Montreal Protocol, Section 608 was added to the Clean Air Act in 1990 to address the problems of ozone depletion resulting from the use of refrigerants.
Section 608 of the Clean Air Act requires that all persons who maintain, service, repair, or dispose of appliances that contain regulated refrigerants, be certified in proper refrigerant handling techniques as required by the EPA’s National Recycling and Emission Reduction Program.
