    Look into cloud.oracle.com. They offer free virtual machines that you can use to host servers with. I currently have four modded servers running via one VM that I got from oracle. Here is a really good tutorial for hosting a vanilla server. Just change some stuff around to make it work with forge jar files.

    That depends largely on your computer’s hardware and how much you can allocate to the server. 2GB RAM allocated will be perfectly sufficient if you’re running a vanilla server with no huge auto farms. On java you can just "open in lan" in the in-game menu and people can join you if they are on the same local network.
