These episodes are an adaptation of the drama CD, Tenchi Muyo! Special: Creation of the Universe Journey across Space-Time, with the exception of Ayeka's tale, which was created for episode 11. The latter tale was supposed to be on the aforementioned CD, but was cut out due to time constraints.
The main character is Seina Yamada, a friend of Tenchi Masaki who accidentally joined the Galaxy Police. Many characters from Tenchi Muyo! Ryo-ohki make appearances in this series, including the use of Seiryo Tennan as a major character and a full-fledged Tenchi Muyo! crossover in episode 17.
Katsuhito Masaki finds his grandson Tenchi looking for the keys to their shrine. Tenchi was able to get them from Katsuhito and went into the shrine, inadvertently releasing a space pirate known as Ryoko, who was defeated by Yosho (First Prince of Jurai) 700 years ago. Tenchi, who falls asleep on the roof of his school, wakes to be chased by Ryoko.
