Create a subpage with the name Template:X/sandbox. If the main template is using the {{documentation}} template, you can do this from a link at the bottom of the blue documentation box on the template main page. Or you can type it into the search box, or directly into the URL bar of your browser.

To get there, type "Template:foo" in the search box (see search), or make a wikilink like [[Template:foo]] somewhere, such as in the sandbox, and click on it. The [create] link automatically creates the page with preloaded text with the basic documentation syntax. Preload text is also used for the /sandbox and /testcases [create] links.
