For me that trick worked just fine, and I was a current Win 8 owner. The trick was to you need to start the Win 8 download first. Once the download has started you cancel the download, then you click on the install 8.1 and it now starts downloading the 8.1 ISO.
8.1.1 is not released yet. Forget it - it is not interesting really unless you are an enthusiast. Download the ISO (for 8.1 or 8 as you wish) from MS and then run windows update.
From what I have researched, I need a Windows 8.1 Core Single Language 64 Bit which I can install using generic keys from Microsoft and then activate it using the Windows Key in the BIOS of the system (I have retrieved the key as well). I installed Windows 8.1 Pro in the above manner but the key that I have in my ROG did not work.
The constructed ISO from the download tutorial rendered a file with 3.2 GB. The torrent with the pt_windows_8.1_with_update_x64_DVD_4048337.iso file is 3.8GB. I am not sure. FYI, my Surface Pro was upgraded to Windows 8.1 Preview, which trashed my ability to use my Windows 8 recovery partition and use it to do a "Reset" of Windows. Hence the reason to install from the ISO, which forced me to use one of my TechNet Windows 8.1 keys.
