In 1988, he was assigned command of the USS Mobile Bay (CG-53). During the Gulf War, Bill commanded the USS Wisconsin (BB-64). While in command he was responsible for the Tomahawk launches that started the war. Wisconsin fired over 350 16-inch rounds in support of allied ground forces and against entrenched Iraqi troops.
