River Valley School District (before 2022: Blairsville-Saltsburg School District [1]) is a small, rural school district that spans portions of two counties. In Indiana County it covers the Boroughs of Blairsville and Saltsburg and Black Lick Township, Burrell Township and Conemaugh Township. In Westmoreland County it covers Loyalhanna Township.
The educational attainment levels for the school district population (twenty-five years of age and older) were 85.5% high school graduates and 6.8% college graduates. [ 2 ] In 2009, Harmony Area School District residents’ per capita income was $12,775, while the median family income was $31,413. [ 3 ]

In 2017, Gary Community Corp became the first school system in Indiana involved in a state takeover. Control of the district was transferred from the elected school board and appointed school superintendent to the State of Indiana's Distressed Unit Appeals Board, which placed MGT Consulting and Emergency Fiscal Manager Peggy Hinckley in charge of managing the district.
