The largest town in the municipality is Grabouw in the Elgin Valley, which as of 2011 has a population of 30,337. However, the municipal headquarters are situated in Caledon (pop. 13,020) on the plain. Between Grabouw and Caledon is Botrivier (pop. 5,505) at the base of the Houwhoek Pass.

Grabouw is located some 65 km south-east of Cape Town, over Sir Lowry's Pass from Somerset West, along the N2 highway. The town is the commercial centre for the vast Elgin Valley , the largest single export fruit-producing area in Southern Africa, which extends between the Hottentots-Holland , Kogelberg , Groenland , and Houwhoek Mountains. It is divided into four local municipalities and includes the major towns of Grabouw, Caledon, Hermanus, Bredasdorp and Swellendam. The municipal area covers 12,241 square kilometres (4,726 sq mi) and had in 2007 an estimated population of 212,787 people in 60,056 households.
Caledon is situated on the N2 national route, 113 kilometres (70 mi) by road from central Cape Town. At Caledon the N2 is met by the R316 from Arniston and Bredasdorp, and the R320 from Hermanus. It is also located on the Overberg branch railway line, 141 kilometres (88 mi) by rail from Cape Town station.
It passes near the town of Grabouw on the Hottentots-Holland plateau before descending the Houwhoek Pass to Botrivier. It then passes across the agricultural plains through the towns of Caledon, Riviersonderend, Swellendam and Riversdale to re-approach the coast at Mossel Bay, which marks the beginning of the Garden Route.

The pass remained unchanged until a railway line to Caledon that runs parallel to the road was built in 1902 and a level crossing halfway up the road's incline was built. The road remained narrow to the extent that vehicles could only pass each other at selected points on the pass. [ 5 ]
