Assuming a valid cash flow model (although I suspect it is not), I construct the "NPV curve" as follows. In one column (e.g. R1:R21), enter possible discount rates -99%, -90%, -80%, etc through 100%.

Solver returns a reasonable rate of return (14-17%), but using constraints I've forced solver to return four other IRRs.
The straight-forward NPV calculation of all of the cash flows is: =NPV (7.75%, B3:B23) + B2 or =NPV (7.75%, B2:B23) * (1+7.75%) The adjustments are necessary because the Excel NPV function discounts the first cash flow in the series, effectively calculating the PVs to one period before the first cash flow.
