I also run SKK Combat Stalkers and BRAWL is the best mod for reigning in loot drops without touching lists. That said, I prefer Horizon as a base and customise the load order from there. Just to answer a few of your conclusions: A) No, MCM is a F4SE plugin, load order has no effect on it. B) You don’t need any patch for MCM. C) You don’t need any command. D) The mod always worked and was updated until it reached the very stable it’s currently in. Now to solve your issue:

Looking for something like Nolvus from Skyrim. A friend of mine introduced me to the Nolvus modpack a few months ago, which is a huge collection of mods that are all installed through their own launcher, and it's been the best experience of skyrim i've ever had. Which made me wonder, is there anything similar to Nolvus for Fallout 4?
