Use Load Order Mod to disable mods from outside the game itself. I do not want to launch with the no workshop option as then I cant disable the mods I enabled. I want to play with the workshop. I want to open cities skylines to disable the mods I have, but I cant get into the game without it crashing. So i can't disable the mods causing the crash.
go to AppData\LocalLow\Colossal Order\Cities Skylines II\.cache\Mods, choose folder "mods_subscribed", delete the folder 74151, and then go back to Mods folder, choose "playsets_metadata", open each (hope not too many) file with notepad, delete the line about 74151, and start the game. (74151 is actually the ExtraUI mod) If issues still occur ...
It isn't actually available on Microsoft store, and I can't even check if it's on Gamepass without logging in, and I don't have a gamepass account. I checked the other three and cities skylines isn't on them. So I guess you're technically right that "Steam customers are just a fraction of all C:S2 players" because 100/100 is technically a fraction.

The game seems to be unplayable without mods. If you just play normal without unlimited money or without mods to delete landfills, you will eventually face the problem where you want to build something, but you can't because of permanent undeletable landfills.
