Windsor Station was originally built in 1870 as the Hartford & New Haven Railroad Depot and rebuilt to its original Victorian architecture by Town of Windsor, Amtrak and the Greater Hartford Transit District in 1988, the same year it was listed on the National Register of Historic Places.

The Windsor Observer reported on 31 July 2015 that plans for a public consultation on the Windsor Link Railway had been delayed. This was to allow the rail link to be considered in the wider context of a "Windsor regeneration project". [10] The WLR plans to link the two stations were rejected in early December 2018 by the Department for Transport.
