This image is believed to be non-free or possibly non-free in its home country, Australia. In order for Commons to host a file, it must be free in its home country and in the United States. Some countries, particularly other countries based on common law, have a lower threshold of originality than the United States.
Convert the first page of a PDF file with pdf2svg file.pdf file.svg. To extract all pages of a multiple-page PDF use pdf2svg file.pdf output-%02d.svg all. This generates output files output-00.svg, output-01.svg, etc. where the pattern "%02d" is replaced by the respective two-digit page numbers. If necessary use Inkscape to edit the resulting SVG.
An image can be reduced or enlarged to an arbitrary size, and will not suffer image data loss, nor will it become pixelated. SVG makes an excellent format for artwork, diagrams and drawings. SVG images are defined in XML text files. This means that they can be searched, indexed, scripted, and compressed.
This image needs to be converted to the SVG format. Once that is done, it should be moved to Wikimedia Commons in accordance with Wikipedia's image policy.
