The district was formed in 1964 by the consolidation of the North Fannin and Telephone districts, and was named after Sam Rayburn (the long-time Speaker of the United States House of Representatives who was from Fannin County). Mr. and Mrs. Sydney Steele donated the land on which the school sits.
The district also includes the northeast portion of Hunt County and a very small sliver of Lamar County. The High School campus has an average enrollment of 80 students including 6th grade through 12th grade. As well as the Elementary school with an average of 100 enrolled students including Pre-K through 5th grade.

The Fannin County School District is a public school district in Fannin County, Georgia, United States, based in Blue Ridge. It serves the communities of Blue Ridge, McCaysville , and Morganton . As of 2023, the district has an annual budget of $59.79 million, or $20,833 per student.
