The league was named, just as the country, to First League of FR Yugoslavia and was formed of clubs from Serbia and Montenegro, although a club from Bosnia, FK Borac Banja Luka kept on playing in the FR Yugoslav league system. As the country changed its name again in 2003, the league was renamed to First League of Serbia and Montenegro.
