The GE Universal Series is a series of diesel locomotives intended for the export market introduced by General Electric in early 1956. General Electric had previously partnered with Alco , producing locomotives for export using Alco's 244 engine , and provided electrical parts for Alco's domestic production.

The GE U28CG was a dual-service diesel-electric locomotive produced in 1966 by GE Transportation Systems and derived from their freight-hauling U28C design. The sole customer was the Atchison, Topeka and Santa Fe Railway , which ordered ten early that year for delivery in July and August.
A drawing of the proposed longer frame U28C is in the November 1965 issue of Trains Magazine. Starting in May 1966 GE began producing the U28C on a longer frame. The new length for these U28Cs was 67 feet 3 inches. These are the 43 Phase II units built for Louisville and Nashville, Pennsylvania, Southern Pacific and Union Pacific.
