The council was created in 1974, when local government in England was reformed and the non-metropolitan county of North Yorkshire was created, governed by a county council and seven district councils. On 1 April 2023, the districts were abolished and the county council took on their responsibilities, becoming a unitary authority.

The Borough of Scarborough (/ ˈ s k ɑːr b ər ə /) [1] [2] was a non-metropolitan district with borough status in North Yorkshire, England. In addition to the town of Scarborough , it covered a large stretch of the coast of Yorkshire, including Whitby and Filey . [ 3 ]
A deal for a York and North Yorkshire Combined Authority and Mayor of York and North Yorkshire between the UK government and the two councils was struck on 1 August 2022. [4] Legislation to establish the authority, encompassing the unitary authority areas of the City of York and North Yorkshire, was made on 19 December 2023.
