The site was selected because of the granite in the area that could support a large concrete dam. During early construction, the project was called Buggs Island Lake after a downstream island which was named after Samuel Bugg, an 18th-century early pioneer. The Robert S. Kerr Dam structure is a concrete gravity and earth filled embankment with a concrete ogee weir spillway. The length is 4,494 feet (1,370 m), including the powerhouse, and the height is about 90 feet (27 m) above the stream bed. The spillway has seventeen gates, each 40 by 37 feet (12 by 11 m), operated by two traveling gate hoists.
A canal 1,850 feet (560 m) long led from the dam to a forebay structure that had openings for steel penstocks, each 14 feet (4.3 m) in diameter. Three penstocks led from the forebay to a powerhouse that housed three 64,000 horsepower (48,000 kW) horsepower pump-generators, with a total rated capacity of 130 megawatts (170,000 hp).
The Roanoke River was prone to serious flooding prior to the completion of the John H. Kerr Dam in 1953. Construction of the dam was precipitated by the 1940 South Carolina hurricane, which caused record flooding in the Roanoke River basin and led to calls for better flood control mechanisms.
