George Davis Moore was born on September 19, 1867, in Springfield, Illinois. His family later moved to Danville, Illinois , where he graduated from Danville High School . Moore then enrolled at the Massachusetts Institute of Technology .

In January 1862, Confederate States Navy Captain James E. Montgomery for the Confederate States War Department's River Defense Fleet. The steamer was refitted at Algiers as a cottonclad ram by the James Martin yard. Her bow was strengthened by 4-inch (10.2-cm) oak sheathing covered by 1-inch (2.54-cm) iron plates.
CSS Arkansas was the lead ship of her class of two casemate ironclads built for the Confederate States Navy during the American Civil War.Completed in 1862, she saw combat in the Western Theater when she steamed through a United States Navy fleet at Vicksburg in July.
