Make sure to draw the hair around the head, that is, draw them bald first. Your already going for anime style so you should already be trying to draw simple shapes but that's also my advice for drawing realistic hair. Some people try to draw every strand and that's just not a good idea.
Lol, that's weird as fuck. It's actually much easier to do than curling your hair so uniformly though, since all you're doing is moving your hair into a shape and wrapping it. Obviously, some anime characters could just be dying their hair, but I'd like to ignore that for the sake of making their counterparts in other worlds where no one has unnatural hair colors. I also don't want to just give them random natural hair colors, but something that's universal and makes sense.
The point of the pencil is terrible for texturing hair like that, but the side of the pencil, pressed not so hard, can leave a nice even tone spread out, with greater darkness in a gradient when adding a little pressure. Especially a nice, soft charcoal pencil.

White hair red eyes is top teir for me. The white hair just looks sharp and they often have a very dignified attitude - Illy from Fate series or Yuuna from Haunted Hot Springs. Red hair/just about any eye color is close second, especially since they are often fiery redheads, current favorite is Selesia from Re:Creators.
