In 1999, landline providers started to offer "inclusive" call packages where calls to all 01 and 02 numbers are free. However, outside the plan there was no price distinction between local or national calls. In 2004, telecoms companies scrapped the remaining tariffs that had provided a discount for local geographic calls.
