The primary governing body of Toronto is Toronto City Council.Formed in 1998, it replaced the former city councils of Toronto, York, Etobicoke, Scarborough, East York, North York and Metropolitan Toronto.
A number of divisions (core public service, or "Toronto Public Service"; responsible to the city council through the city manager), agencies (responsible through their relevant boards), and corporations (municipally owned through the city council) administer programs and services as directed by the city council. All members of Toronto City Council serve on a community council. Community councils report to City Council but they also have final decision-making power on certain items, such as front yard parking and appointments to local boards and Business Improvement Areas. [9] The city is divided into four community councils.
Prior to the election, the province of Ontario passed the Strong Mayors Act, which granted the office of mayor additional powers including the development of the budget, creating council committees, appointing the chairs and vice chairs of those committees, the power to reorganize departments, appointing department heads, and appointing the city manager.
