Rizzo was born in Kansas City, Missouri, on October 3, 1980, to Henry and Silvia Rizzo. His father was a Missouri State Representative from 1985 until 2002 and in recent years served as chairman of the Jackson County legislature. His mother, like her husband and son, was also a Jackson County legislator.
