The Cabinet of Eswatini is the most senior level of the executive branch of the Government of Eswatini. It is composed of the Prime Minister, the Deputy Prime Minister and the Ministers. Ministers are appointed by the king based on the recommendations of the prime minister. All cabinet members must be members of parliament.
The members of the cabinet must be members of either Houses of parliament. The members of the cabinet are known as ministers, and they head government departments called ministries. They head their respective portfolios until the end of the parliament's term, or unless there is a cabinet reshuffle, dismissal, or death.
Each member must be a citizen of Eswatini, at least 18 years old, a registered voter, and have "paid all taxes or made arrangements satisfactory to the Commissioner of Taxes". [5] The House selects ten of the thirty members of the upper chamber, the Senate of Eswatini, the King appointing the rest. [6]
The Speaker is elected by the House, either among its own members (other than ministers) or from among persons who are not members. This is an incomplete list of speakers of the House of Assembly of Eswatini before and after Swaziland was renamed to Eswatini. The below is a list of speakers of the House of Assembly of Eswatini:
Russell Mmiso Dlamini was born in Manzini, Eswatini (then known as Swaziland). Dlamini’s mother Joanah (née Vilakati) is a retired civil servant. She worked as a clerk at the Central Transport Administration (CTA). His late father Stephen Sipho Dlamini worked at the king’s office.
Eswatini is an absolute monarchy with constitutional provisions and Swazi law and Custom. [1] [2] The head of state is the king or Ngwenyama (lit.Lion), currently King Mswati III, who ascended to the throne in 1986 after the death of his father King Sobhuza II in 1982 and a period of regency.
The House of Assembly consists of 59 elected seats and up to ten chosen by the Ngwenyama. The 59 elected members are elected in a two-round system. A primary election is held in each of the 385 chiefdoms to choose a candidate for the secondary election, with between three and twenty candidates in each chiefdom.
