In the fall of 1992, Raymond A. Twyford, III (born October 15, 1962), [1] and accomplice Daniel Eikelberry (born December 23, 1973), [2] murdered 37-year-old Richard Franks in Jefferson County, Ohio. Franks was accused of sexually assaulting an 18-year-old girl and a 13-year-old girl. Both girls were the daughters of a woman Twyford lived with.

Municipal Courts and County Courts are law courts of limited jurisdiction in the U.S. state of Ohio. They handle cases involving traffic , non-traffic misdemeanors , evictions and small civil claims (in which the amount in controversy does not exceed $3,000 for small claims and $15,000 for municipal court).
The Jefferson County Courthouse is located at 301 Market Street in Steubenville, Ohio. It is the original courthouse constructed for Jefferson County. It was constructed in 1871 through 1874 by Heard & Blythe architectural firm.
In 1991, the Family Court was established as a separate division of the Jefferson County Circuit Court, and is tasked with handling all family law matters. [4] On January 1, 2021, Kentucky's first Business Court Docket was launched in Jefferson County Circuit providing a specialized forum for complex commercial cases. [5] [6]
