On January 7, 1952, Philadelphia's current city charter took effect. The city council created under that charter consists of seventeen members. Ten are elected from equal-sized districts, and seven are elected at-large in a citywide vote.

Every proposed ordinance is in the form of a bill introduced by a Council member. Before a bill can be enacted, it must be referred by the president of the council to an appropriate standing committee, considered at a public hearing and public meeting, reported out by the committee, printed as reported by the committee, distributed to the members of the council, and made available to the public.
Among the changes enacted was a reduction of the size of the two-chambered, 190-member City Council to a unicameral, smaller body. The city was divided into eight districts, which elected multiple members based on their relative populations. The system stayed in place until 1951, when a new city charter changed the system to a different model.

When combined with the Far Northeast, to be "Northeast Philadelphia", the 2000 Census shows that the combined area has a sizable percentage of the city's 1.547 million people [19] — a population of between 300,000 and 450,000, depending on how the area is defined.
