The first free library in the city of Albany, NY, the Albany Free Library, was established in 1893 by local educator John A. Howe. As book donations continued to grow and space became scarce, the city of Albany petitioned Andrew Carnegie for funds to construct a new public library for county use. A Victorian-style house, owned by the St. Vincent's de Paul church at 1000 Madison Avenue, had housed the Pine Hills branch of the Albany Public Library since 1951.
