Töben was born in Jaderberg, Germany, on 2 June 1944.In 1954, when he was ten years old, his family migrated with Töben to Australia. He studied at Victoria University of Wellington BA (1968) in New Zealand, and at Melbourne University BA (1970) in Australia, later earning a D Phil (1977) from Stuttgart University, and a Grad Cert Ed (1978) from the University of Rhodesia.
