Hirano said that, due to the "dark, desolate story", he wanted to create someone who made the series "a bit warmer" and a female character involved as well, so he created the character of Seras Victoria, who offered the opportunity "for both of those at the same time", adding that she is "the only one who stands out from the darkness."
