In January 1880, Kingman's assignment was to survey and establish a railroad line from Flagstaff, Arizona to the Colorado River via Topock, Arizona. Kingman was in charge of the railroad contract work from Winslow to Beale Springs. In December 1881, Kingman was appointed chief engineer with a full charge of the railroad construction.

Cedar was a gold, silver and copper mining town in Mohave County, Arizona, United States. It was founded circa 1875 on the eastern slope of the Hualapai Mountains, sixty miles southeast of Kingman. A post office was established on September 24, 1895, and closed on July 31, 1911.
