James A. Shoulders (May 13, 1928 – June 20, 2007) was an American professional rodeo cowboy and rancher.He is commemorated at the ProRodeo Hall of Fame.At the time of his death, he was one of the most successful contestants in the Professional Rodeo Cowboys Association (PRCA), having won 16 World Championships, which was the most of any performer at that time. Tornado was born in 1957 in Texas. The cowboy, bull rider and stock contractor Jim Shoulders, of Henryetta, Oklahoma, owned and managed the bull; Shoulders actually maintained several quality bucking stock, which included the other "weather" bulls Cyclone, Hurricane, and Twister.

The Sharon Shoulders Award was first awarded in 2010, then came the Jim Shoulders Lifetime Achievement Award and Brand of Honor in 2011, and the Ty Murray Top Hand Award in 2018. The PBR Heroes and Legends celebration debuted in 2011 and was held at the South Point Hotel in Las Vegas the day before the first round of every annual PBR World Finals.
