The Black Hills is an isolated mountain range rising from the Great Plains of North America in western South Dakota and extending into Wyoming, United States. [3] Black Elk Peak, which rises to 7,242 feet (2,207 m), is the range's highest summit. [4] The name of the range in Lakota is Pahá Sápa. [5] It encompasses the Black Hills National Forest.
Senator Peter Norbeck of South Dakota approved the proposal, and federal funding helped the project. Robinson asked architect and sculptor Gutzon Borglum to sculpt and design the monument. Borglum decided to use Mount Rushmore for the sculpture, since it seemed to be the easiest and most stable of the cliffs to work on.

The lower elevations include grassland prairie, but the National Forest System lands encompass most of the mountainous region known as the Black Hills of South Dakota and Wyoming. Within the forest is Black Elk Peak which is the tallest mountain in South Dakota and the highest peak east of the Rocky Mountains in the United States. [4]
