A typical APA-style research paper fulfills 3 levels of specification. Level 1 states how a research paper must be organized by including a title page, an abstract, an introduction, the methodology, the results, a discussion, and references. In addition, formatting of abstracts and title pages must be as per the APA manual of style.

Use {{Italic title}} to italicize the part of the title before the first parenthesis. Use {{Italic disambiguation}} to italicize the part of the title in the parenthesis. Do not put quotations in italics unless the quoted material would otherwise call for italics, such as for emphasis and the use of non-English words (see the Manual of Style). Use of italics should conform to Wikipedia:Manual of Style/Text formatting § Italic type. Do not use articles (a, an, or the) as the first word (Economy of the Second Empire, not The economy of the Second Empire), unless it is an inseparable part of a name (The Hague) or of the title of a work (A Clockwork Orange, The Simpsons).
There is no rule that I can find. I suppose I would use the same rules in the style manual that was used to format the citations. If the citations were formatted with citation templates, then there is no rule, because the citation templates are based on the whim of the last editor to change each of them. I often use APA style.
