The provinces of Vietnam are subdivided into second-level administrative units, namely districts (Vietnamese: huyện), provincial cities (thành phố trực thuộc tỉnh), and district-level towns (thị xã).
Phúc Yên is a city in Vĩnh Phúc Province in the Red River Delta region of Vietnam. [1] As of 2003 the district had a population of 83,352. [2] The district covers an area of 120 km 2.

Phú Yên formerly belonged to Champa territory as Ayaru, a part of Kauthara polity.. In 1611, Nguyen Hoang sent his general Van Phong to attack Ayaru. Champa failed and Nguyen Hoang annexed Ayaru into Dang Trong and he named it Phú Yên, which means a prosperous and peaceful land.
Yên Thành has both mountains and plains. It is bordered by Tân Kỳ, Quỳnh Lưu and Diễn Châu districts to the north, Diễn Châu District to the east, Nghi Lộc District to the southeast, Đô Lương District to the south, and Tân Kỳ District to the west.
