Hi , I am Ivan, I will help you with this. Apparently this is a problem with Bubbles not working on Windows 11 and 10 since the 21h2 update. I had this problem and was able to solve it with this solution

When Surface is off, press and hold the volume up button and press the power button until a Microsoft or Surface logo appears onscreen. Once you are in UEFI, see if ghost bubbles is present and touch your Surface screen to see if it responds normally. Try to navigate in UEFI by tapping various menu items.
when dobble click to (bubbles.scr) , there is a black frame last for 0.01 second. when rise by inner timer, it's always black back ground now. I tryed it on 22H2 windows10 and windows11 , 11th Gen Intel(R) Core(TM) i7-1195G7 with integrated gpu.
