Barstow was organized in 1892 by George E. Barstow, who was one of the world's leading experts on irrigation. [4] The same year, Barstow was elected First Ward County Seat. A courthouse was built the following year, and by 1900 the city's population was over 1,000 due to the recruiting efforts of Mr. Barstow. [4]
In 1881, the Texas and Pacific Railway crossed the region and established stations at Sand Hills, Monahans, Aroya, Pyote, Quito, Quito Quarry, and Barstow. [6] The Texas State Legislature carved Ward County from a portion of Tom Green County in 1887. The county was organized in 1892. Barstow became the county seat.

The county had the highest voter turnout in Texas in the 1986 election. [9] At some points in the county's history, the county had more registered voters than residents and precincts closed early to deny people the ability to vote. [25] J. J.
