In the current version the export format does not contain an XML replacement of wiki markup (see Wikipedia DTD for an older proposal, or Wiki Markup Language). You only get the wikitext as you get when editing the article. (After export you can use alternative parsers to convert wikitext to other format)
The text may be for a completely new article (see Help:New article), or to expand an existing English Wikipedia article. The wikipedia.org servers need to do quite a bit of work to convert the wikicode into HTML. That's time consuming both for you and for the wikipedia.org servers, so simply spidering all pages is not the way to go. To access any article in XML, one at a time, access Special:Export/Title of the article. Read more about this at Special:Export.
Requesting a translation from another language's Wikipedia into English is easy. If the English article already exists (but a translation would be useful because the article in the other language is of higher quality, or includes additional information): simply place a translation template from the category Category:Expand by language Wikipedia ...
There are two main ways you can help this project: Find pages that need translation or proofreading, and add them to the list on this page. See #Standard procedures for how to do this.
It can open almost any file format. It can export to Mediawiki: File menu > export > save as type > MediaWiki. It will save the file as a .txt file which can be opened with any text editor. Copy the wiki code from the text file. You can save any web page as an HTML file, and then open it in LibreOffice Writer. Edit as needed.
Sometimes an article is published here in another language by mistake, or is poorly translated into English from one of the approximately 300 Wikipedias in other languages, and requires retranslation or attention from bilingual editors to bring it up to English Wikipedia standards.
