My Apple TV setup worked at the beginning. I had trouble starting prime video and tried uninstalling and restarting the app etc., Since all of them failed, I tried resetting Apple TV.

From the screen I posted above, press and hold both "back" and "tv" buttons on the Apple TV Remote until Apple TV resets itself, then release both buttons. The setup starts again. I recommend that this time you select "Setup with iPhone" and you follow the instructions.

This page of the ATV User Guide, Set up your Apple ID on Apple TV, seems to imply that it's possible to get the job done without another Apple device. Beyond setup, there's a spiffy Apple TV 4K color calibration process that uses an iPhone's front facing camera, but that's purely optional and I don't recall being nagged to do it. Best of luck.
They have not accounted for that on (at least legacy) Apple TV devices. I too was using a shared album to display photos on my older Apple TV, and I don't use iCloud Photos. Now I can't get this shared album on my Apple TV because of this "able to sign in, iCloud isn’t set up for this Apple ID" garbage.

The purpose of Setup with device is to get some details automatically, such as network settings and Apple ID account.
I have been trying to finish Home Setup on my Apple TV . Ask me to Start using AirPlay2 I have to unlock my phone then turn on bluetooth and hold the device close to the Apple TV. I have done all the instructions but still no connection between my phone and Apple TV.
