IMHO Apple should provide supported macOS info in the Xcode download page because it is frustrating to notice that the downloaded version is not supported with that macOS. Yes, agreed. BTW Xcode v13 was 11 GB but v15 was only 3 GB. And my new fibre optic connection makes downloads faster (if Apple's end can feed it fast enough).

If you had Xcode 11 installed before the Mac App Store made it available, then you had a beta of Xcode 11 installed on Mojave or Catalina, and as far as the App Store is concerned, you are still in the beta update category, so you are seeing the beta for Xcode 11.1 which has not been officially released. Nor has Catalina.

Xcode is installed, via the App Store. And, Xcode has downloaded the packages for iOS 17 and watchOS 10. But it doesn't install them. It just keeps telling me they aren't installed and offering a "Get" button, which when clicked pops up the download window showing me that it's already downloaded.
