Downloading the Toshiba Function Key and running it worked for me too. I had previously upgraded my Satellite C675-S7200 to Windows 10 and the keyboard was not working (I had to keep FN pressed to make the other keys work).
Try disabling the Toshiba Optical Disk Drive Service and then remove and reinstall the optical drive. Windows Key + R > type services.msc in the "Open" box > OK In the right window scroll down to the "TOSHIBA Optical Disk Drive Service" and double-click the "TOSHIBA Optical Disk Drive Service" and then set the "Startup type" to "Disabled" > OK
Tried updating drivers, install/uninstall device, reseting router, changing channels... Nothing works. Seems like incompatibility issue maybe... Specs for the laptop: Toshiba Satellite A300-1T2.
