Caro is a city in and the county seat of Tuscola County, Michigan, United States. [4] The population was 4,328 at the 2020 census and 4,145 at the 2000 census (an increase of 4.4%). Caro is located northeast of Flint and east of Saginaw in Michigan's Upper Thumb region .
The county seat is Caro. [ 1 ] [ 4 ] The county was created by Michigan Law on April 1, 1840, from land in Sanilac County and attached to Saginaw County for administrative purposes. [ 5 ] The Michigan Legislature passed an act on March 2, 1850, that empowered the county residents to organize governmental functions.
The department, as the Department of Commerce, was formed in 1965 by Section 225 of the Executive Organization Act of 1965, 1965 PA 380, MCL 16.325. The Michigan Department of Licensing and Regulation was abolished with most responsibilities transferred to the newly formed Department. [1]
