The first division of Uruguay into six departments occurred on 27 January 1816. In February of the same year, two more departments were formed, and in 1828 one more was added. This second level administrative division system was created by Law No. 18567 of 13 September 2009 and the first municipalities were created (or converted from Local Boards in the previous system) in March 2010.
On 17 June 1837 a new division of Uruguay was made and this territory was divided in three parts. In the new division, the Tacuarembó Department included also the present department of Rivera, until it was split from it in 1884. On 7 May 1862 the village Pueblo de Ceballos was created, in honour of the Spanish viceroy Pedro de Cevallos.

The first division of the Republic in six departments happened on 27 January 1816. Two more departments were formed later in that year. At the time, Paysandú Department included all the territory north of the Río Negro, which included the actual departments of Artigas, Rivera, Tacuarembó, Salto, Paysandú and Río Negro.
