    Cores and hertz are not the only thing that determine a good processor. For example; an AMD FX-8350 (8 cores, OCed to 5.0Ghz) will not outperform an i5-4690k (4 cores, 3.5Ghz [stock]). There is also DMI2, instructions set, memory bandwith and channels, cache, threads, etc. The way processors are manufactured are also what makes a good processor.

    That indicates that Speed Shift is enabled. Most computers enable Speed Shift automatically in the BIOS and it cannot be disabled when you are in Windows. If Speed Shift is enabled, have a look in the FIVR monitoring table to see what Speed Shift EPP value the CPU is using. An EPP value of 0 tells the CPU to use maximum speed regardless of load.

    For cpu longevity, the thing to control is voltage. High voltage is what will reduce the life span of a processor. Overclocking increases voltages and you may inadvertently get a dangerous voltage. Fan speed is a trade off between airflow and noise. Set the curve so that you do not hear the fan at idle or normal desktop operations.

    Dignified. New-ish CPUs have variable frequencies which vary according to load so your OS and programs are the ones causing them. In windows you have several options with and in Power saving features, try lowering Minimum processor state to 5% or less. On true idle frequencies should fall way bellow base speed.
