Al Capp. Alfred Gerald Caplin (September 28, 1909 – November 5, 1979), better known as Al Capp, was an American cartoonist and humorist best known for the satirical comic strip Li'l Abner, which he created in 1934 and continued writing and (with help from assistants) drawing until 1977.
The character also appears at Walt Disney World's Disney's Hollywood Studios and Disneyland's Disney California Adventure in Muppet*Vision 3D. He is the only Muppet to appear "live" in the show. All other Muppets that appear in the theater are audio-animatronics. The character was seen in an episode of Statler and Waldorf: From the Balcony.

He is Grand Vizier and head of the Imperial Ruling Council, installed by Gallius Rax as the puppet leader of the Empire following Palpatine's death.
