The ARM64 version of Windows runs an x86/64 translator just like Rosetta2. Most apps like installer will run. Parallels Desktop automatically downloads Windows 11 to set up a machine. You can use the 14-day trial to do what you need.
If you are using the Windows 10 Anniversary update uninstall the driver and use Paragon until things are sorted out. This thread is about getting FULL Windows 11 on a 7,1 Mac Pro. NOT using Parallels/virtualization as you do on apple silicon. The easiest method is to use bootcamp assistant to install windows 10, then boot into windows 10, and use the MCT tool to install Windows 11. I even made a thread on it some time ago.

The only thing I can't do on M1 is x86 VMs, and sometimes I need to spin one, configure and load on customer site, check somebody's backup etc. For a regular work I can do just fine in ARM VMs. I travel a lot, so pulling 30-100GB from my server is not an option on hotel wifi. Silicon basically dooms traditional bootcamp broad compatibility. I don't see that changing for a very long time. Windows ARM is not full Windows. So it seems the best solution for those who need Windows is to return to having a second computer- a dedicated PC. If demands are light, there are cheap Windows laptops able to run most software.
Sure, Windows 10 is supported until 2025. However, it begs the question whether an x86 computer I buy today would even be supported on a future version of Windows 5 years from now. Highly suspect. Of course, coincidentally 2018 is roughly the first batch of Snapdragon supporting Windows 10 SoCs.
Parallels only virtualizes ARM, it doesn't emulate x86. Crossover uses rosetta 2. Anyone that is concerned with licensing gets the proper version and doesn't shop anywhere that sells Windows licenses (really just activation keys) for $3. Blkant and wyrdness. B.
