The German Group Works Council and foreign members of VW Group initiated the formation of a European Works Council. The first meeting was in 1990, with a signed agreement in 1992; a full two years prior to the EU ratification of the European Works Council Directive ( 94/45/EC ).
The first EWC directive was adopted in 1994 and a revised directive was adopted in 2009 (2009/38/EC; aka "EWC Recast Directive" and "Transnational Works Council Directive"). These directives are transposed into national legislation in all European Union and European Economic Area countries.
A similar transnational consultative body exists for employees of Societates Europaeae, called SE-Representative-Body or SE Works Council. This went into effect in 2004 with the Employee Involvement Directive (2001/86/EC). [4] SE Works Councils are comparable with European Works Councils according to the European Trade Union Institute. [5]
