Go to the folder My Games -> Tabletop Simulator -> Mods -> Images and sort by size. Look for files with size of 0 kb. These are corrupted images and the reason why the black and yellow textures are shown. Delete the corrupted images and if the link for these images still works, then the files will be downloaded again.
